San Bernardino downtown is a great example of a rundown area of a city. Within the last three decades the downtown area has gone through dramatic declines. The main mall in the area (Carousel Mall) is deteriorated and the second floor had been converted to government offices. Many businesses in the area have left San Bernardino downtown. The mayor of the city has made several attempts to revitalize the downtown area through construction of governmental buildings and retirement centers. The City also allows construction of a big Cinema Star theater in the area in order to draw people from surrounding area to San Bernardino downtown. They demolished old buildings that were vacant and founded new apartments for the elders. Government buildings such as Cal Trans and senior apartments have been successful, but the new theater recently got shut down. The City is doing everything within its power to change the appearance of the downtown area to draw people and businesses.
